BASEmesh breaklines for piers and weirs

Hi,
I'm trying to draw the piers of Arno river bridges. I don't understand if these piers have to put in Buildings layer (so only starting from Quality mesh) or in Breaklines_elev_model layer. I have drawn the base of each pier and the crown inside this at the height extrados; my idea was to put the Hole points in the crown in such a way to have the pier's shape and the not flow region inside this.
I have also two oblique weirs, so I don't know if I have to put these into Buildings layer or not. Furthermore I don't understand if the breaklines (mostly for Quality mesh) can intersect.
