BASEmesh and ArcGIS
Can we develop the Geometry from the ArcGIS the way we do Hydraulic analysis using HEC-GeoRAS?
I have heard about QGIS but will the BASEmesh work in ArcGIS?

I am sorry, but I don't get your first question. Please give us more detailed information.
I can answer your second question though: BASEmesh is specifically developed for QGIS, there is no possibility to have the same tool in ArcGIS.
Just download QGIS (it's free and quite similar in its application to ArcGIS), install BASEmesh, and enjoy the beautiful meshes you get
